Dr. Lee currently serves Associate Editor of MDPI Infrastructures Journal and Editorial Board of ASCE Journal of Infrastructure System. He is a Member of National Academy of Engineering of Korea. He served Presidents of iSMARTi, KSEA, KSCEE and KOTAA, Board of Trustees of Seoul Institute of Technology and Chairman of ASCE Highway Pavements Committee. He received the prestigious awards from Ministry of Science and ICT of Korea, KSEA, iSMARTi, KOFST, KSRE, Utah Engineers Council, and ASCE-Utah Section. He received the Otto Monsted Professorship and COWI Foundation Fellowships from Technical University of Denmark. He served as Chairman of the First International Conference on Smart Cities, First International Conference on Maintenance and Rehabilitation of Constructed Infrastructure Facilities, 24th US-Korea Conference, and Fifth International Conference on Maintenance and Rehabilitation of Pavements.

He also received his law degree from the same university. He has worked as a professor of Peruvian Literature and Theory of Law, in addition to teaching postgraduate courses in University Legislation, giving lectures in Peru and abroad (Chile, Argentina, Spain, Brazil, Costa Rica, Cuba, United States of America, Japan, Ecuador). He is a writer, essayist and Peruvian writer. He has published an extensive number of books, among which we can mention La ortografía poética de Vallejo (1974), El derecho en El Mundo es Ancho y Ajeno (1982), Entre la incomprensión y el deber. La universidad peruana hasta la década del 80 (1993), Introducción al Derecho (2002), Otra ventana sobre Ricardo Palma (2003), Cusco sinfonía pétrea en seis compases y una melodía (2005), César Vallejo al pie del orbe (2006), Pensadores y forjadores de la universidad en el Peru (2009), among others. He has published numerous articles in educational, scientific, legal and cultural journals in Peru and abroad. Over the years, he has held positions as University Director, Department Head, Program Director, Dean and Vice-Rector. He has been Vocal of Organizations and Networks of the Executive Council, Union of Universities of Latin America and the Caribbean -UDUAL (2007-2010), President of the Ibero-American University Council (2009-2010), President of the Andean University Council (2009-2010) and President of the National Assembly of Rectors (2004-2011). He has been decorated with the Palmas Magisteriales with the Grade of Amauta, by the Ministry of Education of Peru in July 2011.

In this role, he has participated and led several teams in designing and executing infrastructure and transportation projects, including development aspects. Previously, he worked at the Ministry of Economy and Finance as a Transportation Specialist in the Peru public investment office. In that position, he was responsible for the evaluation and monitoring of Peru’s public sector transportation projects. He also served as a consultant in the private sector for development and infrastructure projects.

She was Director of Infrastructures and Works, as well as Studies and Technological Innovation at the Barcelona Metro and General Director of GISA, the Catalan government’s infrastructure company. She is an associate professor at the Ramón Llull University and professor in different Postgraduate and Masters at the Polytechnic University of Catalonia and at the Pompeu Fabra University. He alternates his professional work with his dedication to teaching and teaches courses and conferences in various parts of the world. He currently works as General Manager of Line 2 of the Lima Metro.

He is currently Adjunct Professor II at the School of Engineering of Mackenzie Presbyterian University and Guest Professor at the Post-Graduation Program in Transportation Engineering of the State University of Campinas. He has experience in the Transportation Engineering field, with emphasis on Highways, Airports, Railways; Project and Construction.

Expert witness at the state and federal court in highway safety, pavement surface characteristics, work zone traffic control, non-destructive testing, and slip and fall accidents. President, Editorial Board, CIAPR Dimension Journal, 2007 – 2009, 2015 – present.

Teaching areas include Construction materials, Asphalt materials, Pavement Design and Rehabilitation, Sustainable infrastructure, undergraduate and post-graduate courses. He is the author or co-author of more than 60 papers in international and national journals and conferences.

He has served as general director of Budget and Planning of the Ministry of Transportation – MTC (2014-2016), as general director of the General Directorate of Roads and Railways (2016-2018), as Executive Director of PROVIAS Nacional (2018-2020) , Former Minister of Transport and Communications (2020), and Former Minister of Housing, Construction and Sanitation (2020).

He is an active participant in industry organizations such as the Miami-Dade, Broward and Palm Beach County League of Cities. Mr. Penin has a M.S. in Environmental and Urban Systems from Florida International University and a B.S. in Civil Engineering and Construction Management from the University of Florida. Throughout his career, he has played an integral role in the South Florida consulting industry community.

We are developing and applying low-temperature asphalt that can be produced at 100°C (No smell 100℃ asphalt), ultra-thin hot mix asphalt for preventive maintenance (Recover asphalt), high-strength epoxy asphalt for bridge pavement (Epoas), and asphalt dedicated to pump tracks (Pumphalt). As road pavement repair materials, it produces and supplies cold asphalt for pothole repair(Speed or pocket), all-in-one repair material for concrete spall repair(Epcon), and asphalt pavement crack repair tape (Hs band).

Kim’s research involves designing and developing new construction materials based on advanced multi-scale computational modeling and experimental characterization, improving the sustainability and resilience of civil infrastructure, utilization of digital fabrication, including large-scale printing in the development and application of new construction.

Graduated from the International Master BIM Manager at Zigurat Global Institute of Technology accredited by the University of Barcelona.

He has more than 25 years of professional experience. During this time he worked as a Researcher, Construction Resident, Project Manager, General Manager and Deputy CEO in private sector companies, being in charge of different construction projects mainly in the sanitation, electrical and mechanical infrastructure sector.

His research work involves the development of advanced decision-making models, methodologies, and tools to apply multi-decision criteria, statistical analysis, simulation processes, optimization techniques, and risk analysis at the strategic and network management level. Dr. Chang has conducted research projects sponsored by the National Highway Cooperative Research Program (NCHRP), Metropolitan Transportation Commission in California (MTC), Accelerated Bridge Construction Center (ABC), Texas Department of Transportation (TxDOT), El Paso Metropolitan Planning Organization (MPO), and the City of El Paso. His academic work is documented in more than 100 publications in peer- reviewed national and international journals, conference proceedings, books, and technical reports. Dr. Chang also serves as the Chair of the ASCE Infrastructure Systems Committee, Vice President of iSMARTi in the U. S, and Research Coordinator of the TRB Pavement Management Systems Committee (AKT10).

Currently working as BIM Manager at INECO in BIM implementation at the corporate and national level and has led Innovation Projects such as BIM Models Audit and IFC capabilities evaluation of Modeling software. She has participated actively in the BIM implementation in public administrations in the railway field as ETS Euskal Trenbide Sarea and LIF2002 Logroño leading the development of a railway classification for BIM models in the framework of Railway Innovation Hub or the development of a methodology to measure the impact of implementing BIM in projects for the Inter-American Development Bank and is BIM manager in projects such as Atocha Passing Station for ADIF or the Duplication of track of line 3 for FGV.

I also organize StreetSaveruser conferences and lecture on PMS at universities. I have also instituted the first Rater and Vendor Certification Programs in the country where pavement distress raters and vendors can be certified by MTC based on ASTM D6433 standard.

As the StreetSaver program manager, I develop, sell and support the most popular pavement management software on the US WestCoast. I oversee the software development team and collaborate with academia in research and development. I lead and manage StreetSaver products and services from the inception to the phase-out in order to maximize business value. I work closely with customer, marketing, sales, engineering, finance, quality,and installation to make StreetSaver the leading software in public domain.

Visiting Professor at the University of Birmingham: teaching a course module in the MSc in Road Management and Engineering – “The HDM-4 approach to Road Economics and Administration”. Honorary Research Fellow at the University of Birmingham.

He currently works at the Management and Evaluation Unit of the National Road Network of the National Laboratory of Materials and Structural Models (LanammeUCR) of Costa Rica. His area of specialization is pavement engineering with an emphasis on pavement management and evaluation. Dr Ong’s research interests include pavement engineering, and multimodal transport infrastructures and operations, with emphasis on future mega-transport infrastructures/operations (such as car-lite/car-free towns, next generation seaports and airports). He has authored or co-authored over 55 peer-reviewed journal articles as well as over 85 international conference papers in these research areas. He is also actively involved in translational research grants/projects related to the engineering development of critical mega-infrastructures in Singapore (including the Tuas mega-port, Changi East Development, and Woodlands Checkpoint).

Dr. Ong is currently serving in various scientific committees in Transportation Research Board, American Society of Civil Engineers, America Society of Testing and Materials and Eastern Asian Society of Transportation Studies. He has received several scientific awards in recognition to his achievements in transportation research, including the Alfred Noble Prize (ASCE), the Hanjin Prize (IAME), the inaugural Takeuchi Yoshio Award (OCDI) and the inaugural iSMARTi Early Career Award. His research expertise have also led to him to serve as consultant to Changi Airport Group, Defence Science and Technology Agency, Surbana Jurong, Global Maritime and Port Services Pte Ltd, and Korean Maritime Institute.

Dr. Ong is also passionate about sharing his thoughts on current and future issues related to his research expertise to the general public. He has frequently appeared in mainstream print or internet media and live or pre-recorded TV interviews speaking on issues on transport infrastructure and operations, active mobility and car-lite/car-free initiatives.

Dr. Hajj’s research spans everything related to asphalt materials and flexible pavements, from as small as investigating asphalt binder behavior at the molecular, nano-, and micro-scale, to developing novel materials for roadway pavement and railroad trackbed applications, to solving network-level transportation infrastructure problems. Primarily, his research focuses on asphalt binders, mixtures, and pavements, but more broadly, these research areas are situated in wider research areas of viscoelasticity, composites, machine learning, and computational modeling. So far, his work includes fundamental scientific discoveries into the origins of cracking in asphalt binder microstructure, as well as practical contributions to the asphalt industry, state Departments of Transportation, and local transportation agencies. To date, he has published in a wide range of peer-reviewed journals in these areas and presented his work at many international conferences. Currently, Dr. Hajj’s research is funded by the Illinois Department of Transportation (IDOT), the Smart Transportation Infrastructure Initiative (STII), the Illinois-Indiana Sea Grant, and numerous industry partners.

She is a founding member and vice president of ANDIT – National Association for Transportation Infrastructure. She was elected titular member of the Pan American Academy of Engineering in 2012, in which she has been developing several international works, having been elected in 2014 as representative of Brazil by FEBRAE in? the Disaster Risk Management and Resilience committee? of UPADI (Pan American Federation of Engineers Societies) and member of the Academy of Engineering and Technology of the Developing World (AETDEW).

She has also been a member, since 2012, of the TRB AV070 Aircraft/Airport Compatibility committee. She was elected Membership in the WFEO – World Federation of Engineering Organization Standing Technical Committee for Women in Engineering in 2016. In 2017 she won the award for her outstanding achievement worldwide in transportation, education and research, contributing significantly to the advancement of transportation infrastructure technologies, cited as a reference for the present and future generation of transportation professionals. Currently she is a volunteer professor at the post-graduation course of Civil Engineering – Lato Sensu in AIRPORTS, DESIGN AND CONSTRUCTION of the Federal Institute of São Paulo, retired professor by IFSP and was a permanent professor of the Post-Graduation Program in Materials Science and Engineering (PPGCEM) of the Federal University of Amazonas – UFAM. She was Professor at the undergraduate and postgraduate levels of the School of Engineering at Mackenzie Presbyterian University and Guest Professor at the Graduate Program in Transportation Engineering at the State University of Campinas and of Environmental and Sanitary Engineering at Anhembi Morumbi University. She is a consultant in the areas of soils, tropical soils, sidewalks, materials, urban transport, railroads and airports. In addition to his technical support for FHWA stakeholders; Amir is a regular contributor as a member to pavement technical meetings such as AAPT, TRB, ASTM, etc. Currently, Amir is serving as the chairman of ASTM subcommittee D04.44 on the “Rheological Tests” as well as a member of TRB AKM 20 standing committees. He received his Master and Ph.D. in Civil Engineering from the University of Wisconsin-Madison. He is a licensed professional engineer too.

Director of Road Steel, Road Safety Division of Gonvarri Industries Group, leading a transversal activity that integrates engineering, consulting, industrial plants, and commercial companies at the international level (Spain, France, Turkey, United States, Colombia, Chile, Peru, etc). He participates in international committees for the standardization and certification of vehicle restraint systems and has been a member of the executive committee of international sector associations such as Euroadsafe, ERF, IR2B, STA, trainer of auditors in road safety and in the engineering of road margins and medians, as well as in the research and development of systems and technical solutions for road safety.

He currently works at TRANSIS in a diversity of road engineering projects at national and international level in geometric design, road safety, traffic engineering and sustainable mobility. Mario was the first road safety auditor certified by the International Road Federation in Latin America.

During the last years, my practice is specialized in the development of Projects awarded by the Peruvian State (Ministry of Transport and Communications) under the modality of self-financed or co-financed Concession Contracts (APPs) supervised by OSITRAN. Consequently, I have experience negotiating with the Peruvian State, at all levels, having managed the approval of Technical Files, receipt of executed Investments, obtaining suspension of obligations, term extensions, Addendums to Concession Contracts as well as negotiation in Direct Deals. national or international (ICSID).

My main achievements have been to finalize the start of the physical works of the Las Bambas Projects and the Lima Metro Project Line 2, obtain the suspension of the obligation to complete the Initial Works of the Callao Multipurpose North Terminal for 16 months, manage the delivery and sanitation of the Concession Areas at the physical, municipal and registry level; develop and implement the procedures for managing contract changes, reverse charging for supplies of materials provided by the Client, planning the management of permits and authorizations of the Project, claims management including the development of negotiation strategies. Highlight the latest success achieved in 2021 for winning the International Arbitration before the International Center for Settlement of Investment Disputes (ICSID) in the dispute between Lima Metro Line 2 against the Republic of Peru for the execution of the Project of Line 2. The award of the last mentioned arbitration will establish jurisprudence for future investment arbitrations in Peru since it introduces mechanisms to promote the development of Infrastructure Projects in Peru.

I have guaranteed experience working in multidisciplinary and international project teams. I believe that certain tasks should be considered essential for adequate contract management (such as daily reports, change control procedures, correspondence and file registration, management of guarantee letters, requirements for the start of works with special relevance the standards of safety / health, environment and corporate social responsibility). However, without a doubt, teamwork is the best tool to achieve the success of a Project.

I have two main lines of research: 1) Construction technologies, especially focused on the study of traditional and/or ancestral technologies as a valuable source to design new proposals; at the same time that constitutes a support for the rehabilitation or restoration of historic buildings. 2) Road materials. In this line, the work is oriented towards the incorporation of new materials, whether of foreign manufacture or the incorporation of residues from productive activities that constitute an environmental problem. In this sense, the work is fundamentally experimental, with the possibility of generating low-cost proposals.

His research is both applied and fundamental and involves introducing a life cycle thinking for preserving existing infrastructures as well as envisioning the future ones. Within this field since 2010 Dr. Lo Presti is coordinating international and multi-disciplinary projects, He has authored and co-authored more than 100 publications in the field.

Prior to his current appointment, he worked as a postdoctoral research associate in the School of Civil Engineering at Purdue University from 2007 to 2008, a visiting assistant professor in the same university in 2009 and then a lecturer from 2010 to 2014 and assistant professor from 2014 to 2020 at Department of Civil and Environmental Engineering at the National University of Singapore.

Dr Ong’s research interests include pavement engineering, and multimodal transport infrastructures and operations, with emphasis on future mega-transport infrastructures/operations (such as car-lite/car-free towns, next generation seaports and airports). He has authored or co-authored over 55 peer-reviewed journal articles as well as over 85 international conference papers in these research areas. He is also actively involved in translational research grants/projects related to the engineering development of critical mega-infrastructures in Singapore (including the Tuas mega-port, Changi East Development, and Woodlands Checkpoint).

Dr. Ong is currently serving in various scientific committees in Transportation Research Board, American Society of Civil Engineers, America Society of Testing and Materials and Eastern Asian Society of Transportation Studies. He has received several scientific awards in recognition to his achievements in transportation research, including the Alfred Noble Prize (ASCE), the Hanjin Prize (IAME), the inaugural Takeuchi Yoshio Award (OCDI) and the inaugural iSMARTi Early Career Award. His research expertise have also led to him to serve as consultant to Changi Airport Group, Defence Science and Technology Agency, Surbana Jurong, Global Maritime and Port Services Pte Ltd, and Korean Maritime Institute.

Dr. Ong is also passionate about sharing his thoughts on current and future issues related to his research expertise to the general public. He has frequently appeared in mainstream print or internet media and live or pre-recorded TV interviews speaking on issues on transport infrastructure and operations, active mobility and car-lite/car-free initiatives.
