	Civil Engineer with a Master’s Degree in Civil Engineering with mention in Road Engineering, Specialist in Soils, Pavements and Quality Control of Road Works. He was Director of Roads of the General Directorate of Roads of the MTC. He was in charge of the General Coordination of the DGC-BIRF-MTC Executing Unit. He is Deputy Manager of Transportation of CESEL SA. with tasks of Management of Road Infrastructure Projects in Paraguay, Guatemala, Colombia and Peru.
