	Civil Engineer, with a Ph.D. in Road Management and a Master’s Degree in Geotechnics, both from Texas A&M University in the United States. He works as a senior geotechnical engineer at Foresight Planning & Engineering in Austin Texas, previously working at Fugro Roadware for the Federal Highway Agency’s Pavement Monitoring Program (LTPP), Dr. Menendez worked at the Texas A&M Transportation Institute, GyM Engineering, Provias Nacional MTC, Organización Internacional del Trabajo (OIT) and in other consulting firms. He is also a graduate professor at the Universidad Nacional de Ingeniería.
