Carlos M. Chang, Ph.D., P.E., is an Associate Professor at the Department of Civil and Environmental Engineering at Florida International University (FIU). Prior to joining FIU in August 2020, Dr. Chang worked as an Associate Professor at the Department of Civil Engineering at the University of Texas at El Paso (UTEP), Associate Researcher at the Texas A&M Transportation Institute (TTI), and international consultant for the Inter-American Development Bank (IDB) and engineering companies in road projects overseas.

Dr. Chang is recognized as an global expert on infrastructure with a focus on pavements and bridges. His main interest is in the development and maintenance of infrastructure smart systems that integrate sustainability principles with civil engineering practices towards the preservation of infrastructure assets. Dr. Chang’s research work involves the development of innovative concepts, models, methods, and tools. Principal Investigator (PI) and Co-Principal Investigator (Co-PI) of more than 30 research projects with a total budget of over $12 Million, Dr. Chang’s research projects have been sponsored by the National Highway Cooperative Research Program (NCHRP), Metropolitan Transportation Commission in California (MTC), Accelerated Bridge Construction Center (ABC), Texas Department of Transportation (TxDOT), El Paso Metropolitan Planning Organization (MPO), and the City of El Paso. His research work is documented in more than 200 publications in peer-reviewed journals, conference proceedings, books, and technical reports.

Dr. Chang’s has a passion for education with an extensive teaching portfolio of more than fifteen undergraduate and graduate level courses. Due to his unique combination of academic and practical experience, Dr. Chang developed the “Engineering in Practice” program to extend the students’ education beyond the classroom by merging teaching, research, and service. This program was three-times recipient of the “Engineering Award for Connecting Professional Practice and Education” by the National Council of Examiners for Engineering and Surveying (NCEES). Dr. Chang has also been recipient of the TSPE Excellence Award from the Texas Society of Professional Engineering for promoting professional practice through education. At present, Dr. Chang is licensed as a professional engineer in Florida, Texas, and Peru and actively participates in Board committees and events.

Dr. Chang has led several technical committees and expert groups. Dr. Chang served as the Chair of the V International Conference on Transportation and Infrastructure (ICTI) organized by iSMARTi and the Instituto de Construcción y Gerencia (ICG) in 2022. He is the former Chair of the American Society of Civil Engineers Infrastructure Systems Committee (ASCE – ISC) and past Research Coordinator of the Transportation Research Board (TRB) Pavement Management Systems Committee. At present, Dr. Chang is the Chair of the International Road Federation (IRF) Asset Management Task Force, Vice President of iSMARTi in the U.S., and Delegate of the Ibero-Latin-American Asphalt Congress (CILA). Dr. Chang received the International Road Federation Fellowship award in 1997 and the iSMARTi Achievement Award for Outstanding Service in 2022.

Dr. Chang is a member of editorial boards and reviewer of manuscripts for conference proceedings, peer-review journals, and book publications. Editor-in-chief of the proceedings for the V International Conference on Transportation and Infrastructure (V ICTI), and the AASHTO “Mechanistic-Empirical Pavement Design Guide” Spanish version, Dr. Chang is frequently invited as a keynote speaker at international conferences and subject-matter expert on technical committees.
